Mike - Don't know if you listen to NPR's 'This American Life'. A recent episode (#503 "I Was Just Trying to Help") had to do with how charities try to aid people in need. An interesting piece on a group who gives cash directly to the poor. This compared to Heifer International and others of that ilk. You might want to check out the podcast for your poverty unit....
